配置来源（按优先级）

1. CLI 参数
2. 环境变量（AUTO_FIX_GITHUB_SECURITY_* + GITHUB_TOKEN）
3. 配置文件（dependfix.config.json / dependfix.config.yaml，计划中 M4+）

计划中（M5）：AI 研判相关配置（AI_API_TOKEN、AI_API_BASE_URL、AI_MODEL）将在 M5 与 AI 引擎联调时落地。

GITHUB_TOKEN 环境变量会被自动识别，无需额外配置前缀。AUTO_FIX_GITHUB_SECURITY_GITHUB_TOKEN 优先级高于 GITHUB_TOKEN。
